

The Office of the Comptroller General participated in the XXI International Congress of Supreme Audit Institutions-INCOSAI, held in Beijing, China on October 22-26. The meeting was attended by 591 delegates representing 154 SAIs of different countries as well as three associate members and 22 observers which met in order to share experiences to improve public accountability and good governance worldwide.
In this event Peru was represented by the Comptroller General, Fuad Khoury Zarzar, who participated in his capacity as chairman of the Sub Committee 2: Develop advisory and consultant services in the Capacity Building Committee of the International Organization of Supreme Audit Institutions, INTOSAI, and as a member of the working groups of Environmental Auditing, Fight against Corruption and Money Laundering, Audit of Information Technology, Accountability and Audit for help in cases of disasters, Value and Benefits of SAIs, the Accounting and Reporting Subcommittee and the Task Force on SAI’s Information Database.
For this occasion, our delegation also participated in the 64th Meeting of the INTOSAI Governing Board and the meeting of the Latin American and Caribbean Organization of Supreme Audit Institutions-OLACEFS in order to address the issue of coordinated audits, line of work of the Regional Training Committee chaired by the Office of the Comptroller General of Peru.
As a result of the XXI INCOSAI, the SAIs signed the Declaration of Beijing that summarizes the achievements and experience of INTOSAI in the last 60 years, exploring possible ways of turning INTOSAI into an international model and promoting good governance globally.
In addition, the Declaration of Beijing collected, among other things, the findings of the technical committees and working groups on two specific topics: "National Audit and Good Governance National", which highlighted the major role of SAIs in strengthening national governance through the promotion of a transparent, accountable and efficient administration that promote an improved quality of life for citizens, and "the Role of Supreme Audit Institutions in safeguarding the sustainability of long-term financial policies", which recognized that through independent and strong audits the SAIs can contribute to sustainable financial policies of medium and short term, cautioning the public interest and strengthening the national governance according to their mandates and context.
